Purpose of the Job/Job Mission:
Implement the Construction & Commissioning Quality Management System at site
Ensure Quality Assurance / Quality Control performance at site to prevent any cost of poor quality
resulting from Construction & Commissioning activities performance.
Responsibilities and Account-abilities:
Develop and update the Site Quality Execution Plan as required.
Ensure site documentation is generated, distributed, updated and archived in accordance with
the Construction & Commissioning Management system requirements.
Prepare Site Quality audit program (including contractor audits and internal audits).
Carry out internal and contractor quality audits as per the Site Quality audit program.
Assist and coordinate any planned external audits.
Support and enable the Contractor to understand and perform under the ALSTOM Quality requirements
Monitor contractor compliance with Quality requirements and implement corrective actions whenever required.
Review Contractor Quality Plans to ensure alignment with the Site Quality Execution Plan and the client requirements.
Review quality documentations for correctness and completeness prior approval (e.g. WPS/PQR, test certificates, welding summary sheet).
Ensure that the ITPs (Inspection & Test Programs), the ITPLs (Inspection & Test Plans) and any erection documentation (isometrics, procedures, etc.) provided by ALSTOM are effectively communicated to the site management team and the contractors.
Provide Quality Induction training to the site personnel.
Ensure that Quality Control processes are fully implemented and continuously monitored.
Ensure that inspection / testing during Civil, Mechanical & Electrical erection and Commissioning are conducted, documented, checked and validated as per the ITPLs.
Organize and supervise acceptance testing and/or approval by customers, third parties and governmental authorities whenever required at site.
Ensure that the final QA/QC documentation is continuously compiled by the Subcontractors and
the involved ALSTOM site team in accordance with ALSTOM and client requirements for final hand-over.
Fully deploy the qualification process of site welders and consolidate the associated qualification records.
Ensure that the NCR (Non-Conformance Report) System, PIRS (Project Information Retrieval System) database, ERS (Experience Response System) and any other tools are fully deployed at site and that the users are adequately trained.
Ensure that all testing and measurement equipment used at site are listed and calibrated and that the associated calibration certificates are available.
Provide inputs on QA/QC issues for the site monthly reports.
Coordinate the implementation of site quality processes with the contractors, clients and any other stakeholders.
Ensure compliance with Quality road map assessment requirements and drive the close-out of any CAR (Corrective Action Request) raised.
Setting up and over viewing the inspections, turnover (internal & external) and collation of all outstanding works on the Punch list database.
Provide Quality related site KPIs to the Project Quality Manager whenever required.
Any other tasks defined in Gas Business processes and assigned by the Project Quality Manager and the Site Manager.
Participate to shop inspections
Coordinate, follow-up and lead site inspections with Notified Bodies
Coordinate and support the management of punch-out items
Coordinate document control on site and with home office, including for reviewing and archiving process.
2. Managerial (Budget / Administration / People):
Provide Quality inputs to the site management to support on-time and in-budget execution of the project.
Lead and manage the Site Quality team to provide an efficient quality support to the site management team
Interview and recruit Quality team members as required.
Ensure that the site Quality Management system is compliant with any regulatory and ALSTOM requirements as well as any applicable codes & standards.
Ensure overall site welding quality and welder performance meet ALSTOM requirements.
Ensure that a suitable welding monitoring system is efficiently implemented at site.
3. Functional/transverse (optional):
Provide technical advise to enable the personnel to ensure quality performance
4. Specific Functional/Technical authority (besides DoA):
To access site information necessary to ensure QEHS improvement actions are defined
To intervene in any activity whenever such action is required to meet QEHS requirements
To carry out internal site audits and contractor audits to monitor compliance with ALSTOM QEHS requirements
To instruct the removal of site welders due to poor welding performance.

University degree in an Engineering discipline
or other education with vast experience in Quality on construction site.
Qualification and/or experience in Welding
inspection and Non-Destructive Tests.
BE / B. Tech (Mechanical)
3-year construction site experience.
Experience in Power Plant business or Oil & Gas industry.
Knowledge and experience on construction
codes / standards.
Fluent in English.
