Job Description

Introduction:
Caritas Switzerland, a not-for-profit organisation founded in 1901, is one of Switzerlands respected organizations in the areas of international development cooperation and humanitarian aid. Caritas Switzerland engages in long-term development cooperation, disaster risk reduction as well as emergency aid.

Caritas Switzerland has been involved in India since the 1970s and has come a long way from continuous interventions to a more programmatic approach, from disaster interventions towards long-term regeneration of natural resource management, from dispersed activities in the South to a regional approach in the North; from isolated activities to comprehensive community based approaches and from a charity approach to empowerment work. The activities have got streamlined since 2005 and focus is on fewer regions, fewer partners and concentrating more on core activities. So far Caritas Switzerland had concentrated its work on empowerment processes with a special focus on women among the Dalit, Adivasis and marginalized urban poor youngsters beside relief and rehabilitation work (which was very prominent in the last years due to floods in Bihar, cyclones in Andhra Pradesh and the Tsunami in Andhra Pradesh and Tamil Nadu). The main geographical areas in India are Bihar, Jharkhand, Andhra Pradesh and Delhi and continuous commitments in the former Tsunami areas.

Reason for Hire:

Caritas Switzerland focuses on maximizing program impact across all its sectors, developing organizational capacity, and strengthening its financial foundations for expanded impact across its entire program. This is an additional role which has been created in the organization and the ideal incumbent would have significant experience in program design, development and operations.
S/he should have the ability to visualize long term strategy for the organization and align short term goals to that.
The National Coordinator will be responsible for effective management of the program and will ensure accountability mechanisms to key external stakeholders. S/he will be instrumental in identifying and developing cooperation and partnerships with local organisations and partners to strengthen their capacity development beside his/her program responsibility with focus in rights and entitlements.

Responsibilities and Results:

Strategic Leadership & Management
The National Coordinator in Bihar is responsible for the good quality of the activities of Caritas Switzerland in India. All activities have to be in accordance with the regulations in India as well as the statutes, concepts and the regulations of Caritas Switzerland. In particular the National Coordinator is responsible for:

Programme Implementation as outlined in the Country Programme:
The goals and objectives of the India programme until end of 2016 are defined. The activities of Caritas Switzerland in India with local partner organisations are oriented towards concentration and focussing on a manageable project portfolio needing close monitoring, coordinating, supporting, harmonising and networking of projects to become programme lines. Cross-section issues need a strong follow-up. Especially peace and conflict need additional attention.
Ensuring clear decision making processes and building on the resources of the team members
Good cooperation with local partner organisations
Optimal use of funds available for the project activities and Country office (in accordance with the statutes, concepts and regulations of Caritas Switzerland)
Fundraising with partner organisations and international actors
Facilitation of building up a knowledge system based on experiences and exchange of Caritas Switzerland and its partner-organisations in India (mutual learning within our partners as community of practitioners.

Team Management
The National Coordinator is responsible to strengthen, motivate and support the Caritas team in the high-quality implementation of the Country Programme (including budgeting, monitoring and reporting) and the optimal running of the Country Office management (including internal control and financial management).
Recruit and lead diverse and growing teams.
Work in close cooperation with the team and ensure good internal communications and high staff and office motivation.

Networking
Liaise and coordinate with authorities, donors and NGOs in Bihar/India, which are relevant to Caritas Switzerlands work and maintain reliable contacts with relevant stakeholders especially with Caritas India, partner organisations.
Pro-active promotion and representation of Caritas Switzerland in India towards the Government, the international community and local organisations.
Representation of Caritas Switzerland in different forums work in close cooperation with the Senior Programme Manager India at Caritas Headquarters.

Program Management
To facilitate and monitor the implementation of the country Programme India 2012 2016 of Caritas Switzerland with focus on food security and rural income generation (sustainable livelihoods); Rights and entitlements (Human Rights Social Justice and Peace); DRR and climate (climate Protection and disaster Risk Reduction) and Humanitarian Aid upon request. Special attention will be expected to the focus of Rights and entitlements/ Human Rights, Social Justice and Peace.
To effectuate the planning, monitoring and to facilitate the proper implementation process of the projects and regional programmes of the local partners in the field of development and to facilitate evaluation / assessment processes.
Support to Caritas Switzerlands project partners in the planning, implementation, monitoring and evaluation processes.
Develop and implement long-term goals and objectives to achieve the successful outcome of the program.
Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement.
Generate innovative ideas to advance programs and presence in the sector.
Overseeing the implementation processes and the reporting of the partner organisations to Caritas Switzerland and in India including a critical assessment, reflection as well as proper recommendations.

Disaster Response
In emergency situations the Senior Programme Manager at the Headquarters in Lucerne is immediately informed and preparations and next steps are agreed upon.
Ensuring that former experiences and know-how of disaster responses especially in the field of community based disaster responses - are optimally used and existing partner agreements are followed.

Finance
Overseeing budgets of new projects and monitor the finances in cooperation with the finance officer, India team, Caritas Switzerland.
Ensure capacity development, cooperation and motivation of administrative and finance staff in order to implement and ensure high-quality financial and office management.
Ensure new funding option.
Verify the correctness of the bookkeeping, office administration, financial management and all office procedures that are carried out according to the standards of Caritas Switzerland, and in accordance with the rules and regulations in India.

Documentation
Prepare internal updates and reports on progress and impact of the program on the overall organization objectives and vision.

Must Have:

A Post Graduate or Ph.D degree in any relevant development studies with minimum 10 years of professional working experience out of which 5 years have been in senior leadership role in a development organisation.
Thorough knowledge on partnership cooperation/management and on specific development issues in DRR/climate change, livelihood security and issues of rights and entitlements with a strong field work experience.
Should have excellent understanding of the (international) donor community and experiences in cooperations /submitting tenders.
Strong communication skills, both written and oral in Hindi and English.
Strong record of professional expertise in related fields of Finance, Administration and Project/ Programme PCM with experience in leading/guiding professional teams with expertise in Human Resource and Financial Management.

Preferable:

Prior experience in humanitarian aid


Travel:

50-60% (national level travel with occasional international travel)
