Job Description

Introduction:
Founded in 2003, Reach to Teach (R2T) is a leading UK based educational charity striving to meet the needs of rural disadvantaged children. The mission of R2T is to transform the lives of children by bringing effective and sustainable primary education to remote and rural communities. R2T believes education provides a foundation to enable people to create better lives for themselves and their communities. R2T provides funding and its team of leading primary educators work with local NGO partners and the State to develop and deliver high quality rural education programmes. It brings a unique approach based on global best practices and latest research on education, focusing on the following five main areas:
(a) Teacher training
(b) Teaching and learning skill development,
(c) Teaching materials development,
(d) Education assessment
(e) School governance and pupil attendance.

R2T values inclusion respects local knowledge and works collaboratively with local NGO partners and the State Education Administration. They believe that rather than trying to replace existing structures and programmes, they can support them from within, implementing sustainable programmes and strengthening local capacity.

R2T has been operating education projects in Gujarat since 2008 and now seek to scale their work with partners and government agencies in Gujarat and other Indian States. Over the next 5 years they intend to:
Scale their Programmes to support the access of disadvantaged rural and tribal children to primary education, within the remit of the Right to Education Act
Contribute to developing the quality of educational provision in India, in close collaboration with the Government
Invest in unreached community capacity by helping train local teachers and school management committees

Reach to Teach is set up by Mr. Sanjeev Gandhi, an Indian who was born and brought up in the U.K. The objective to set up such an organization is to emulate the U.K. best education practices in India. The first step to set up this organization was initiated in 2002; and by the year 2008, Reach to Teach had strong implementing partners like Kutch Navnirman Abhiyan, CEE and Bhasha. The Ellison Medical Foundation (EMF) has committed to fund Reach to Teach for the next 15 years with GBP 5 Million per year exclusively for the programs in India. The funding figures are expected to increase eventually with R2T expansion.

Reason for Hire:
Reach to Teach seeks to hire an experienced professional to serve as the Deputy Director for its India operations where the individual will be responsible for the overall operational success of the programs. S/He would work very closely with the Country Director and should come with the ability to deputize for him when required. S/He would be responsible for delivery and overall quality of the programs along with managing project teams and liaising with the government at state and district levels.

This is a new position created within the organization and thus R2T seeks a dynamic individual, with strong program and partnership management skills having a blend of knowledge and experience in effective implementation of versatile operations in the development sector. The incumbent is expected to have excellent oral and written communications skills with excellent organizational and managerial capabilities.
Responsibilities and Results:

Operations & Program Management
The Deputy Director would deputize for the India Country Director as required
Responsible for successful delivery of Reach to Teach Partner Community Programmes which meet the targets in terms of timescale, quality and budget
Ensure quality implementation of new partner projects or expansions of projects areas for existing partners
Evaluation of quality of delivery of the community aspects across projects
Ensure seamless coordination and engagement between the Operations and Education teams involved in projects and between R2T project teams and partner teams
Overview of effectiveness of partner employed Field Officers and Community Facilitators

Partner/ Stakeholder Management
Ensure high quality day to day working relationships with Reach to Teach partners
Liaise with government functionaries at the State and district levels, under the direction of the Country Director.
Team Management
Line Management of Reach to Teach Partner Project Managers
Responsible for strengthening and supporting the direct reports to ensure high quality programme implementation
Effective implementation of reporting structures and systems
Work in close cooperation with the team and ensure good internal communications and high staff motivation.

Must Have:
A Post Graduate with minimum 12-15 years of professional working experience of which minimum 3-5 years have been in senior leadership role.
Experience in leading multi-location projects with proven experience of successful negotiation and management of stakeholders and relevant partnerships
Experience in leading and managing multi cultural and multi disciplinary teams across geographies.
Proven past experience of managing large programs including planning, designing, training and budget management skills.
Excellent communication skills both written and oral with fluency in English and Hindi.

Preferred:
A good understanding and knowledge on partnership management and on specific development issues around Education with a demonstrated experience in leading and managing large scale field operations.
Ability to handle high level of work pressure
Sensitivity to gender and diversity issues.
Information technology skills
