Job Description

Overall target:

The implementation of the Business' EHS policies, safety procedures, work instructions and guidelines within
his/her operational scope.
Work is performed in accordance with local laws and regulations and that personnel assigned to him/her are
provided with information regarding hazards and precautions applicable to the site.

Tasks & Responsibilities:

Description of the main principle tasks & responsibilities:

1. Operational:

In charge of establishing , implementing safe execution and approval of PTW (permit to work ) system
during all the commissioning activities.
The planning and/or preparation and execution of the commissioning, operation, trial run and acceptance
testing within the scope of work associated to his/her assigned project.
The technical safety of the plant from turnover from erection until hand over to the customer (PAC).
The coordination of all partners in regard to commissioning.
Update of the commissioning hours & cost sheet on a monthly basis.
Ensure correct behavior and good teamwork within the commissioning staff in accordance with company
policy and local requirements/regulations.
Organize and participate in site meetings by arrangement with the SIM and/or the customer.
Ensure that the customer staff is trained in operation and maintenance as required by contract.
Check and sign the time sheets of the commissioning personnel assigned to him/her and forward the
same to the SIM.
Ensure that all open item lists of systems specified within the commissioning scope of work are worked
off in cooperation with the involved parties.
Ensure the return of all commissioning test equipment as soon as possible.
Ensure the reporting duties of the commissioning personnel assigned to him/her are fulfilled.
Provide, by assignment completion, a Field Service Report and forward the same to the Construction Lead.

2. Managerial:

Manage the handling and inspection of the commissioning test equipment.
Provide technical experience feedback to project management and project engineering departments
during debriefing meeting(s) to be organized by the project.
Provide statistical, administrative and financial feedback to the PCC Head of Department
Manage and control the commissioning budget.

3. Specific Functional/Technical Authority:

To notify the site management whenever an activity does not meet the EHS , Quality requirements
Right to issue directives to the commissioning staff and other personnel reporting to him/her in regard to
process-technical, personnel and assignment issues.
Right to submit personnel requests to the Construction Lead and the SIM.
Right to receive time schedule, budget and objective information pertaining to issues that are relevant to
his/her assignment from the SIM, Construction Lead and project management.
Right to obtain timely decisions from the project management and, if necessary, to take the matter to a
superior office.
Right to contact project management directly regarding technical matters; but he must inform the
Construction Lead accordingly.
Right to contact directly the engineering departments and the head office for commissioning regarding
technical problems.
Right to immediately stop work and operation if the safety of personnel or equipment is in question.
Right to instruct technically necessary rework or modifications by arrangement with the SIM. He/she
must inform the engineering department(s) accordingly.

Key Performance Indicators:

One evidence of good performance related to each single task and responsibility mentioned above:

System Cold commissioning and hot commissioning performed according to the STS.
Site commissioning budget on line with forecast.
EHS: no LTI in the commissioning team.
All near miss incidents investigated and any actions arising communicated .
ITPL updated at least on a weekly basis.
Timely issuance and close out of NCR.
No claim linked to commissioning activity
Daily, Weekly and Monthly reports issued on time.
People Performance cycle completed.

* Release Directives, Procedures, Instructions and any other commissioning related documents / records;
* Preparation & implementation of commissioning Programs;

* Stop any activity or process if Quality / EHS is at stake or Processes may have become instable or incapable.

Profile:

Qualifications (technical & economic), competencies & knowledge needed to fulfill the position.

Education & Trainings:

Mandatory (MUST):

Higher education in Mechanical Engineering, Electrical Engineering, Manufacturing Engineering
Quality Management awareness
EHS Alstom program - AIEP training pass prior to go to site.

Desirable (NICE TO HAVE):

Appropriate training in leadership and management.

Professional Experience:

Experience gained on the job during professional life

Mandatory (MUST):

Experience in the function and in the management of people
Wide Experience in site commissioning execution.
Proven EHS knowledge and experience
Thorough knowledge of power plant systems
Multicultural - able to motivate to get the best out of people in different countries/cultures .

Desirable (NICE TO HAVE):

Preferably energy sector experience and project management

Functional Know-how:

Active listening skills
Problem solving and root cause identification skills
Technical knowledge of equipment's , Codes and Standards
Technical knowledge on overall plant operation & functional tests
